The Arunachal Pradesh Elementary Teachers Association (APETA) has encouraged the swift implementation of the Right to Education (RTE) Act of 2009 in the state, leading to the implementation of the Arunachal Pradesh Right of Children to Free and Compulsory Education Rules, 2010. These rules will be applicable across Arunachal Pradesh upon publication in the Official Gazette. The term “Act” refers to the Right of Children Free and Compulsory Education Act, 2009(35 of 2009), while “Anganwadi” is defined as a center established under the Integrated Child Development Services (ICDS) Scheme to provide health and nutrition services to children under six and their mothers under a government-sponsored scheme.

Features of RTE in Arunachal Pradesh

The RTE Arunachal Pradesh 2023-24 highlights several features, including the Right of Children to receive education without cost, as well as compulsory education. This right guarantees that every child is entitled to free education. Students struggling academically can receive additional support from the school management committee or local authorities. Based on approved age-appropriate learning materials, the Deputy Director of School Education will provide this training on school premises or safe residential facilities, lasting for at least three months and can be extended up to two years. Appointed teachers or those from the school will offer the training. Afterward, the children will continue to receive special attention to ensure their academic and emotional support when joining their appropriate class. The State Council for Educational Research & Training/State Institute of Education is responsible for formulating age-appropriate syllabi, textbooks, and continuous comprehensive evaluation within six months.

If a school in Arunachal Pradesh, that has been recognized under Rule 12, is suspected of breaching any of the conditions or criteria listed in the Schedule, the Deputy Director of School Education can take action. The school will receive notification from the Deputy Director specifying the breach of conditions and will be required to furnish an explanation within a stipulated period of one month. Failing to provide a satisfactory explanation or not providing any explanation at all within the given time-frame may lead to an inspection process undertaken by the Deputy Director. An inspection committee comprising educationists, representatives from civil society, media, and government officials will conduct a thorough investigation into the matter and present a report along with recommendations on whether recognition should be granted or withdrawn. The Deputy Director will send the committee’s report to the State Commission for protection of Child or the Right to Education protection Authority along with their comments. A decision on whether to revoke recognition currently extended to the school will be made by the Deputy Director based on feedback received from the Arunachal Pradesh Education Department.

Arunachal Pradesh RTE Age Limit for LKG 2023-24

The admission criteria for the Right to Education (RTE) program in Arunachal Pradesh for the 2023-24 academic year states that children between 6 and 14 years old are eligible. Teachers will undergo specialized training to ensure the child is both academically and emotionally integrated into the classroom. In densely populated areas, more than one neighborhood school may be set up by the state government or local authorities based on the number of eligible children. The admission process requires information about the child’s pre-primary education or attendance at Anganwadi Centre up to the age of 6, their current education level, reasons for discontinuing education within the local authority’s jurisdiction, details of children requiring special facilities for adaptive education based on their disabilities, and appropriate admission age for each child. If a birth certificate is not available under the Births, Deaths and Marriages Certification Act of 1886 (6 of 1886), documents such as hospital/Auxiliary Nurse and Midwife (ANM) records, Anganwadi records, or an affidavit from the parent/guardian can serve as proof of age.
