Andhra Pradesh RTE Education Rules
The Act of 2009 concerning the Right of Children to Free and Compulsory Education incorporates a specific clause intended to provide opportunities for education to those underprivileged and disadvantaged. The said provision mandates that 25% of seats in private unaided schools located in Andhra Pradesh be reserved for this purpose. To enable better access to education for all underprivileged children in the state, the Andhra Pradesh government has made private unaided schools accessible through the Ammavodi Scheme. To ensure compliance with Section 12(1)(C) of the Act, which requires the reservation of these seats, an online notification has been issued.

Age Limit for School Admission in Class 1 in AP
The government has released a notification regarding section 12(1)(c) of the Right of Children to Free and Compulsory Education Act 2009. Specifically, it concerns the allotment of 25% of Class I seats in Private Unaided Schools in Andhra Pradesh that comply with the IB/ICSE/CBSE/State syllabus during the academic year 2023-24. It is the duty of both the District Educational Officer and Mandal Educational Officer to guarantee that parents or guardians will not be charged for any assistance obtained from the helpdesk services. Such services are considered to be an essential part of the officers’ roles and responsibilities, as well as a voluntary offering provided by NGOs. The helpdesk support will remain open until the conclusion of the academic session’s enrolment process. Additionally, free application submission services can be availed at each village or ward secretariat throughout the state.
Eligibility Criteria for Andhra Pradesh Admission 2023-24
The determination of whether children are eligible for Section 12(1)(c) admissions is governed by Rule 9 of the Andhra Pradesh Right of Children to Free and Compulsory Education Rules, 2010, with guidance provided by G.O.Ms.No.50 SE (Prog-II), dt.01.10.2020, and G.O.Ms.No.63, School Education (Prog.ll) Department, dt.28.12.2020. To ensure compliance with the state guidelines, schools must validate applicants through a six-step process. Regarding admission preference, schools following the RTE Act 2009 must follow a specific order, prioritizing disadvantaged groups such as orphans, HIV-affected, and disabled children at 5%. SC students are next with a 10% allocation, followed by ST students at 4%. Weaker sections such as BC, minority, and OC students with an annual income limit of Rs:1,20,000/- per annum in rural areas and Rs:1,44,000/- per annum in urban areas receive a percentage-based allocation of 6%. The combined total percentage allocation for admission is 25%.
Online Application Process for Andhra Pradesh Admission 2023-24
For the academic year 2023-24, individuals interested in applying for online AP Admission can do so through the website http://cse.ap.gov.in. The website provides detailed instructions on how to complete the admission process, which parents/guardians can access for free beginning on 06.03.2023. Applications can be submitted online between 18.03.2023 and 07.04.2023. Individuals must provide proof-of-residence documents, such as an Aadhaar card, Voter Identity card, Electricity bill, Driving License, Rent Agreement copy, Rice card, certificate from Tehsildar/Local Authority Certificate from Child Welfare Committee (CWC), or any documents valid under the Aadhaar (Enrolment and Updating) Rules, 2016 to be eligible to apply for I Grama sachivalayam. Additionally, disabled children must provide further eligibility-determining documents. After the admission process, which includes using a lottery system, schools inform parents/guardians of the successful applicants to complete the admission process. If a school cannot contact the parent/guardian, then the District Admission Monitoring Committee (DAMC) will release the seat for children on the waiting list. The DAMC investigates and handles concerns related to admission and documents, and the District Collector/Magistrate serves as the final appellate authority for disputes related to DAMC decisions. If any private school has a seat available from the 25% quota, eligible students can be assigned it in any way the government wishes with the goal of ensuring no impoverished child’s seat goes unfilled. It’s essential to note that once an application is submitted, no further modifications or edits are permitted, so parents/guardians must be meticulous while submitting their applications.
