Pay Matrix in 8th Pay Commission

8th Pay Commission Fitment Factor
The 8th Pay Commission’s Pay Matrix and Fitment Factor are essential in determining the salaries of government employees. The Fitment Factor is a formula used to revise the existing 7th CPC Pay to the 8th CPC Pay Scale. Previous commissions have used different Fitment Factors for various pay levels to enhance pay between PB1 to PB4 pay scales in the Sixth CPC. The 7th Pay Commission, for instance, used the Fitment factors 2.57 (up to 2.81) in the Pay Matrix. To arrive at the revised pay scale in the new pay commission, the rate of dearness allowance plays a crucial role. The effective date of the 8th pay commission recommendation will be 1.1.2026. Therefore, to calculate the new revised pay, the rate of Dearness Allowance until this date would be neutralized and then merged with the existing Basic Pay. The 8th pay commission will propose a Fitment Factor or multiplication factor to arrive at the new revised pay.
‘No 8th Pay Commission’ – Minister in Parliament
During a parliamentary session on August 2, 2022, Shri Pankaj Chaudhary, the Minister of State for Finance, responded to a query regarding the establishment of an 8th Central Pay Commission responsible for reviewing and updating salary, allowance, and pension schemes. The pay scales for four consecutive CPCs have been disclosed. The minimum basic salary for the 4th CPC w.e.f. 1.1.1986 is Rs.750 with a structure of 750-12-870-14-940 while the minimum basic salary for the 5th CPC w.e.f 1.1.1996 is Rs.2550 with a structure of 2550-55-2660-60-3200. The 6th CPC w.e.f. 1.1.2006 has a minimum basic salary of Rs.7000 with a structure of 4440-7440. Once the 7th CPC Pay Levels commenced from 1.1.2016, the minimum basic salary has been set as Rs.18000 with the pay scale structure of Level 1. It is noteworthy that the anticipated recommendations of the forthcoming 8th pay commission declare the minimum basic salary to amount to Rs. 39000.
