Transport Allowance for Central Government employees

Central Government employees who are visually impaired, orthopedically handicapped, deaf and dumb/hearing impaired, or have spinal deformity, are entitled to Transport Allowance at double the normal rates, as per the DoE Order dated 31st August 1978. To avail of this benefit, employees need to obtain a recommendation certificate from the Head of the orthopedics department, Head of the Ophthalmologist Department, and Head of the ENT Department of a Government Civil Hospital.

In the 6th CPC regime, State Government employees who were drawing pay in the band of Rs.7440 and above in Grade Pay of below 4200 were eligible for a higher Transport Allowance of Rs.1600 in A1/A Cities and Rs.800 in Other Places, instead of the regular Rs.600 and Rs.400, respectively. However, this aspect was not mentioned in the 7th pay commission report. After prolonged deliberation, the Govt accepted the demand and issued orders on 2.8.2017.

As per the new order, Central Government employees drawing pay of Rs.24200 and above in Pay Level 1 & 2 of the Pay Matrix are eligible for a Transport Allowance of Rs.3600 plus DA at the cities mentioned in the Annexure of the OM, and Rs.1800 plus DA at all Other Places. Ensure that you meet the eligibility criteria to claim Transport Allowance for Central Government employees.

7th CPC Transport Allowance Chart

To calculate the transport allowance, you can use a simple formula that takes into account the percentage of Dearness allowance (DA). This percentage is applied to the rate of transport allowance (TA) and added to the base amount of TA. The rates for TA according to the 7th CPC pay matrix vary depending on the pay level and the city. For instance, in TPTA cities, Level-1 employees with a basic pay below 24200 receive 1350 plus DA as their TA, while in other cities they receive 900 plus DA. The same calculation applies to other levels, up to Level-14 which receives 7200 plus DA in both types of cities.

7th CPC Transport Allowance Rules

The “7th CPC Transport Allowance Rules” have undergone changes for pay matrix levels 1-2 and levels 3-8. In TPTA cities and other cities, level 1 with a GP of 1800 and level 2 with a GP of 1900 will receive 1350 plus DA and 900 plus DA, respectively. For those earning 24200 and above, the rates will be 3600 plus DA and 1800 plus DA, respectively. Levels 3-8 with GPs ranging from 2000-4200 will receive 3600 plus DA and 1800 plus DA. For levels 9 and above with a GP of 5400 PB-2 or higher, the rates will be 7200 plus DA and 3600 plus DA. Refer to the following table for a detailed breakdown.

Transport Allowance in Railway in 7th Pay Commission

T.A. Advance on tour

When an employee goes on a tour and is absent from their Headquarters or Place of Posting for a full calendar month, they will not receive Transport Allowance for that month. However, if their absence doesn’t cover a full calendar month, they will be eligible for Transport Allowance for the entire month. This is important to keep in mind when planning for T.A. Advance on tour.

Transport Allowance as per 7th CPC

If an employee is treated as on-duty during training and there is no provision for Transport Facility, Traveling Allowance, or Daily Allowance while attending the training institute, they may be granted Transport Allowance as per the 7th CPC. However, this allowance will not be admissible if the employee is on an official tour for the entire calendar month while undergoing the training course. Similarly, if an employee is on training abroad and the period of training covers the entire calendar month, they will not be eligible for Transport Allowance as per 7th CPC.

Transport Allowance Rules for Central Government employees

Transport Allowance Rules for Central Government employees are applicable when they are on inspection or survey duty exceeding 8 km from the Headquarters, or during continuous field duty either in or outside the Headquarters. This allowance is provided to compensate for the commuting costs incurred between the place of duty and residence. However, if an employee receives Road Mileage/Daily Allowance or free transportation for field/inspection/survey duty or tour for a month, they are not entitled to Transport Allowance during that month.

Vacation staff is entitled to Transport Allowance, provided they do not receive any free transport facility. However, the allowance will not be admissible when such a vacation covers the whole calendar month, including all kinds of leave.

In the case of a Government employee under suspension, Transport Allowance is not applicable. If the suspension covers the full calendar month(s), the employee is not entitled to Transport Allowance during that period, even if it is finally treated as duty. If the suspension period covers a calendar month partially, the Transport Allowance payable for that month shall be reduced proportionately.

Limitations of Travelling Allowance Calculation

When is it Not Admissible?

Travelling allowance is not admissible to central government employees who have been provided with staff car transportation. Additionally, if an employee is absent from duty for an entire calendar month, they will not receive transport allowance.

To review the recommendations of the 7th CPC on allowances, the Central Government formed a committee chaired by the Finance Secretary. On April 27th, 2017, the allowance committee submitted its report to the government.

Transfer travelling allowance calculation is not viable for central government workers who receive government-provided staff car transport. When an employee is absent for a complete calendar month, they become ineligible to receive their transport allowance.

Meanwhile, the Central Government instituted a committee to assess the 7th CPC’s allowance recommendations. The committee, led by the Finance Secretary, submitted its report to the government on April 27th, 2017.”

Transfer Travelling Allowance for Central Government employees

Keep in mind that cities and towns, excluding TPTA cities, are categorized as ‘Other Cities’. The regulations governing Transport Allowance as per 7th CPC is as follows: Transport Allowance can be calculated using the formula A + [(A x D)/100], where A is the employee’s basic salary and D is the appropriate percentage. For instance, if an individual makes Rs. 49,000 in pay level 6 and works in a metro, their transport allowance would be 3600 + (3600 x 17) / 100.

Sub: Irregularities in payment of Transport Allowance during nation-wide lockdown due to Covid-19 pandemic.

Attention is invited to para 4(a) of Board’s letter dt. 03.08.2017(RBE No.80/2017) wherein it is stated that Transport Allowance will not be admissible for the calendar month(s) wholly covered by leave. Further, vide Ministry of Finance/ Department of Expenditure OM dated 01.12.2020, which has been circulated vide Board’s letter dated 03.12.2020 (RBE No.104/2020), the different situations during lockdown period under which Transport Allowance is not admissible have been clarified. During course of Audit it has been noted that irregular payments against Transport Allowance has been made by one of the Zonal Railway in violation of the clarifications communicated vide MoF/DoE OM dated 01.120.2020. In this context, it has further been recommended as under :-

“Railway Board may get the issue examined in various Zones/other offices, to assess whether similar nature of irregular payment towards Transport Allowance has been made, and effect recoveries under intimation to Audit”.

2. In view of the above Zonal Railways and PUs may assess the payments made against Transport Allowance to the employees during the nation-wide lockdown period and if any irregular payment has been made, remedial action may be taken to recover the same.

3 An action taken report may be furnished to Board’s office at the earliest.
